Volksgarten is a public park in Vienna's Innere Stadt, laid out between 1821 and 1823 on land cleared after Napoleon's troops demolished part of the city's fortifications in 1809. Designed by Ludwig Remy in the formal French style, it opened as one of the first parks in central Vienna accessible to the general public rather than restricted to the court, which is where its name — "people's garden" — comes from.
It sits directly against the Hofburg palace complex, between Heldenplatz and the Ringstrasse, and today functions as a formal ornamental garden rather than an open lawn park like the nearby Stadtpark — the paths run in straight radial lines to a central point rather than curving through open grass, and the planting is trimmed hedges and bedded flowers rather than mature trees over a lawn.

The Theseus Temple, built in 1823 by Peter von Nobile as a scaled-down copy of the Temple of Hephaestus in Athens, originally housed Antonio Canova's sculpture "Theseus Defeating the Centaur" — now in the Kunsthistorisches Museum — and is used today for temporary exhibitions, so its interior contents change and are not part of a standing display.
The rose garden (Rosengarten), added in the early twentieth century, is the park's best-known feature, planted with several hundred rose varieties in geometric beds around a central path, and at its fullest in June. The Empress Elisabeth Memorial, a seated marble statue of Sisi unveiled in 1907 and set into a shaded semicircular grove, is one of several monuments to the empress around Vienna, distinct from the larger one in the Volksgarten's neighbour parks. The Volksgarten Pavillon, a historic café-restaurant building on the park's edge, has operated in various forms since the nineteenth century and today runs as a nightclub and event venue as well as a café, so its atmosphere changes sharply between daytime and late evening.
A war memorial and several smaller garden monuments sit among the hedged paths as well, easy to walk past without noticing given how densely the formal layout packs its features into a relatively small area compared with Vienna's larger parks.
